Morningstar bleed not getting reduced by blade power meter

Hi guys
I recently fought Morningstar in AW as boss with blade and i kept my power to almost full but Morningstar bleeds were still doing the same damage when i had no power... as per blade passive he can shrug of debuffs 95% faster but in this case the bleed were still lasting for 5 seconds... is this a bug or is there any particular reason for this.
