TOS punishments TWICE! How do I find out who is cheating?

My alliance, Time For Heroes, has been penalized twice in the last month (War Rating Adjustment) for a member "Violating Terms of service". We are totally against cheating and would love to make support Kabam's steps to stop it, but we're at a loss for how to respond to make sure out alliance is "clean" going forward.
We're a couple years old as an alliance and have many long time members, but we're also an open alliance that anybody can join. We're welcoming and provide new members with support and coaching as long as they remain active and keep trying.
The officers were aggravated when we were notified of TOS violation the first time because we couldn't figure out who had done it and we had lost a lot of needed rewards (we were only in Silver 1 to begin with and we lose wars often, so if we're cheating, we aren't doing it right). None of our members had disappeared, so nobody had been banned. A member left just after the announcement, so all we could do was hope it had been that person and try to rebuild.
Today, we were notified of another TOS violation and dropped in rank again. We still have no idea who is doing it (and again, we were only in Silver 2 at this point, so why bother cheating?). None of our members had been banned. Without any access to information about who is violating the TOS, we have a complete inability to effectively self police and control the problem. We took a wild guess and booted our two newest members, hoping that solves the problem. We didn't like doing it but didn't see any other options because we keep losing rewards. But honestly, I have no faith what we're doing is even helping.
Does anybody have any suggestions about how to find and remove the cheaters?
If we have to make ourselves a closed alliance and forbid random newbies from joining we will, but this goes against how we want to play the game and seems contrary to the spirit of community we would like to see among the players.
