Account sharing vs units fraud

So let me get this straight why is it that some people get a life time ban for account sharing but the people that get caught cheating you guys out of units (units fraud) only got 7 days ban? It couldn’t possibly be due to the fact that the people who defrauded you are big spenders and the account sharers are NOT big spenders.

Plenty of people that have gotten perma banned are huge spenders
