Need info about collar tech mastery

Hi guys as im going to r5 my obe if tech champ in nxt sa i want to know collar tech mastery what did it do.is it increase the power gain of any tech champ?

    Collar tech reduces your opponents power gain by up to 18% if you max it out. It won't mean that your tech champions gain more power. Can be particularly useful with vision I hear though I don't have my vision duped and I've never tried that mastery. It essentially just gives you more time before an opponent can use a special.
