Duplicate Hero's for 2 star crystal

It has been that all the 2 star Hero's are available all the time when ever we get the crystal. What if we have a level limit for 2 star Hero's.. Also if there is a 3 star crystal why do we have multiple 2 star Hero's.. That doesn't make sense.
