Question about armor rating

On champion's stats under armor rating, there is the number and clicking the 'i' icon shows the percentage, e.g number: 153 , then percentage 12.6%.
So would the number and the percentage given allow me to calculate how many points for 1% damage reduction when hit and subsequently how many points for 100% damage reduction when hit?(even though impossible)
Also is the number for 1% the same for all champions?(different stars rarities included)
It's a bit hard to explain my question
