Hood's shock not being shrugged off by iceman

I had ice armor on when hood's sp1 hit, and it was not deactivated by the special, yet the shock was not shrugged off, though the stun from the shock expiring did get shrugged off. Is this supposed to happen?

    Isn't that how ice armor works? Or is it just for stun?

    It only works for stuns, not any other debuffs
