Punisher 2099 overcharge

Just fought pun 2099 in EQ, and found out that intercepting him when he has overcharge active shuts it down. Is it supposed to be that way? Nothing about that is stated in his abolity description

    I just noticed it and felt like bringing it up. It’s punisher 2099 for heck’s sake. It isn’t gonna matter to too many people

    Jokes apart, I think you should not be able to shut down overdrive, like @mike867 said.
