How about a rework on Cosmic Awareness, Collar Tech, Mutagenesis and Serum Science?

Cosmic Awareness
Increase armor break effectiveness by x% when enemy armors up.

2. Not all mutants inflict bleed
3. Only voodoo, mordo and JF, ect, have energy resistance while blocking or as a passive. Serum science will not be useful since it is only useful for specific champions.

Cool ideas. Mind if I put my own twist on them?
Mystic Dispersion: Lower to 10% Power Gain/buff (at rank 4). At rank 5, it instead makes all of the opponent's buffs last 10% less and all permanent buffs have a 25 second duration, which cannot be reduced (instead of increasing the amount of Power gained from a buff);
Cosmic Awareness: It'll now give an increase in Ability Accuracy, up to 35% (at rank 4). At rank 5, Cosmic Champion's Ability Accuracy cannot be reduced below 50% ;
Collar Tech: Reduce the opponent's Ability Accuracy by up to 5% (at rank 4) each time an Ability triggers (max 75% reduction). At rank 5, Armor Up, Regeneration and Fury buffs automatically get removed and the opponent receives 500 Shock damage instantly;
Mutagenesis: Reduce debuff duration by up to 25% (at rank 4). At rank 5, reduce Bleed damage by 25% and increase Critical Resistance by 375; Additionally, whenever Mutagenesis "triggers" gain 5% increased Special Damage and Critical Damage;
Serum Science: Increase the potency/effectiveness (their power; how often they trigger) of Abilities by up to 25% (at rank 4). At rank 5, it applies a Poison at the start of the fight that deals little damage, but reduces healing by 75% for 5 seconds; After 5 seconds, the Poison converts into a permanent Neurotoxin, which deals a small amount of damage per tick and reduces Power Gain and Healing by 10%, increasing by 10% every 5 seconds (caps at 90%);
Pure Skill: Increase Critical Rate by 250. Ignore an extra 15% (at rank 4) of the opponent's Armor, Physical Resistance and Critical Resistance. At rank 5, gain True Strike for 15 seconds every 10 seconds.

Collar Tech is pretty cool, maybe just bump up the power inhibition to idk, 25%?
Pure skill used to be great, just need to bring it back to the way it was. Kabam miike essentially said that r3 was already sufficient, such that the higher ranks are worthless. This needs a change, or maybe change to something like added ability accuracy.
Mutagenesis is a joke. How about making it so that special damage is increased instead? Maybe start at 4% and have it at 20% increased special damage on r5?
Serum Science.... Maybe increase both physical and energy resistance to around 20%, along with an extra 10% armor increase?
Cosmic awareness... How about, with a trigger, (ending a 5 hit combo, or each crit, heavy attack, or something similar), you have a 33% chance to gain a random permanent buff, which can infinitely stack? These can be fury (5% increased attack) precision (5% increased crit rate), cruelty (10% increased crit damage), armor (5% increased armor), physical or energy resistance (5% increased resistance), and so on
