Who should I R2 or R3? CW/Mag/Sym/CapM/BPCW/Groot/SG/KK/Ronan/Colossus?

Yes i know. I prolly have all the worst heros possible in the game. Just pulled colossus today.

But i was lucky with 2x GP pull.

My ISOs are expiring. Thats why i already ranked Magneto.

Other than GP and Hood, who i should rank 2 or 3 next?

At your stage in the game 4*s are still worth ranking, in 600k and I still use archangel, quake, sw and Hyperion in 4* maxed very regularly, Hyperion and quake can also be defenders later in the game if you manage to pull them 5* and sw is only available as a 4*, I have an r4 5* magik and I still often will use sw instead of her for attack

Depends what you need. For defense, Id say bpcw to 3/45. He can still catch some folk. For offense, symb spider is pretty good if you can land a lot of heavies. The l2 is dangerous. Cap marvel would also be solid, very easy to use just pure damage champ. If you need a heal block / power drain utility champ, cw to 3/45 isnt a bad idea.
