Dr Voodoo's L2

Why does the first part of Dr Voodoo's count as a projectile? It's clearly not a projectile. Daredevil evaded the first part part of my l2 so many times. If it was the second part I wouldn't care

    Why does his even numbered L2 count as a debuff on node 52 in AW? Shouldn't it still burn power?
