Another "which 4* to rank up" thread

The ultimate goal is to get them all to rank 3, but until ISO rains from the heavens I'll need to be a little more strategic with who I spend it on. I currently have 18 champs at 3/30 and 8 at 4/40 with decent war and quest teams.
