Tier 1 basic catalysts

Why are the most needed catalysts the hardest to procure? I have received twice as many tier 2 and 3 and 4 catalysts as I have tier 1 catalysts. (Having received a total of 4 tier 1 basic catalysts as opposed to the 12 tier 2 catalysts and the 4 tier 3 catalysts and the 4 tier 4 catalysts. Does not make any sense that more valuable rewards are acquired more often then the less valued, yet much more necessary rewards.

    Go run the t1b daily quest and stop complaining.
