Add Tier 3 catalysts to the Glory Store

People have complained for a long time that Tier 3 class catalysts are very hard to obtain. Obviously not as hard as Tier 4, but the daily quests only provide about a third of a full catalyst, and it's often hard to get enough points in the solo events to even get fragments, much less the fully formed catalysts in the rank rewards. One way to solve this without making them overly easy to obtain would be to add them to the glory store so that players still have to budget and prioritize.
