How does the game decide to go to 60 fps?

It seems so random. Sometimes I just flip through windows and it's 60 fps when I come back. Is there any predictable reason why?

I've had it happen too. At super random occasions, the game will zoom in to the battle. You can still see the 2 champs so it's still playable, but with less background to show, the game suddenly becomes super fluid.
