Why isn't Thor added as a 5* yet?

Before you go on telling me, "he's too OP" look at champs like Domino. There's a video, where a 5* r4 Domino is doing 400k bleed damage. Surely, that isn't OP. & yeah, I know she requires RNG to get that bleed, but so what. Thor won't even be as OP as her, yet you guys won't add him. I'd like to know everyone's opinions, keep it civilized please, no calling out/whining or being rude in general. Thank you.

    They should add the pre 12.0 gods. Not like they can do that anymore anyway. Besides, there’s new champs to destroy all others in game. It’s not like Thor or Doc Strange are wiping out an army of IMIW, Blade or Dominos.
