Karnak 5* sig ability bugged or just weak?

Hello had the fortune then misfortune of spinning and awakening Karnak with the new deal today. After putting 20 stones into him his ability to reduce non damaging debuffs uptime is only at 0.44%, I can only compare to my 3* version but at sig 40 he has about 42% reduced debuff timer. Can someone check if this is a text error or if his sig has a weird scaling to it. thankyou
