Dr. Voodoo Ability Accuracy Decrease

When Dr Voodoo places Brother Daniel on the opponent, is that 50% decrease flat rate or directly deducted?

Or in other words, if Mephisto has 13% chance to proc his aura, is it no - 37% or 6.5%?
