Champion rating

My 4 star Dr strange has just lost around 200 power. Earlier it was 2030. Now it's reduced to 1888. Is this some sort of bug? Or is it done deliberately?

Because for the Summoner Appreciation Month even there was a global 10% health & attack boost for all champions.

But it displayed the actual rating in the champions tab right?

No, the boost was still applied in the champs tab

And another thing...
My friend's 3* Phoenix earlier had 1900 rating at Max level.. he hasn't received a duplicate or increased it's ability. But now it has gone up to 2040
