Based on the rhetoric of the description it says that you should heal from all Passive Damage Over time effects, but why isn’t Iceman’s coldsnap, Void’s debuff damage or even Kingpin Black Iso8 debuffs included in this list.

Basically, if the damage works on debuff immunity it triggers it, if it doesn’t work on debuff immunity it won’t, iceman kingpin and void have physical debuffs, characters like dorm and magik deal dot with passive effects

Those aren't passive DoT effects. Pretty simple to understand really.

Fear of the void though damages you though without either opponent doing physical/energy attacks so why wouldn’t that apply? Only way to “purify” is with combos of 10s so it’s unavoidable in a sense.

Not all DoT debuffs are created equal. Unavoidable damage does not equal that it is a passive debuff.
Quick way to know if it is an active defuff is it will have a solid white border line.
Passive will have no border line.
The passive debuffs like magiks limbo, dorms degen are what Gulk reacts to.
Active debuffs: bleed, poison, cold snap
