Is Punisher 2099 any good?

Just grabbed Punisher 2099 from the deal yesterday and feel pretty psyched.

But started reading his abilities and it reads like a damn Technical Manual.

Bottom line is, is he pretty good? Useful?

Cuz I know I struggled with him a few times in Master.

Yeah hes really good, after his battery hits 100 he goes into overdrive, while in overdrive, spam his special one to keep the charge from dropping too rapidly. The point of overdrive is enemy champions gain 90% less power
