Is 4* Hood better than 3* Mordo

Recently,I got a 4* Hood from a 4* crystal.I am now thinking if I should replace 3* Mordo Rank 4 Tier 30 and maxed signature.

    Mordo isn't all that great on offense. His main gimmick is that he can't be stunned, which lets him counter mesmerize, but you dont see it all that much. Hood is a better champ because of his utility and debuffs, and can be stun immune when awakened. Also its better to rank up 4* champs than 3* champs.
