Ghost Rider curses not working correctly?

in Bugs and Known Issues
Against electro in AQ, his heavy did not produce regen 3 times yesterday. Likewise, the other curses didn't activate either. Correct me if I'm wrong, but electro is a villian and it should be be an added 20% chance to curse. Heavy is 80% chance. I'm not an expert in Kabamamatics, but that should be 100% to activate?

    What i have been reading others respone of the extra % its not adding to the existens 80% but its 20% increase chance of 80%.
    .20% of 80% g. so basicly like 96% still have 4% to miss the curse ;/

    Ghost Rider has been procing his Judgements much less then usual. Not just Vs. Villans... I use him every day in AQ and it's been very frustrating..
