This has been happening with way too many specials lately. My best advice would be to use specials with relatively low startup times (Ex. Punisher 2099 sp1, WM sp1, Ronan sp2) until the problem is fixed.
Recovery time is the same for all characters except the ones able to shurg off debuffs. Period.
In this case tho it looks like sp1 was fired after a 4 hit combo after a light attack, and past update specials after lights get stopped a lot.
Actually it seems to make perfect sense if you think about it for a second.
The block/parry window is MUCH smaller and recovery time is much faster. Those are metrics that kabam has proven to be changeable on node buffs. If they can increase the parry window they decrease it as well as block and recovery from specials etc. It is definitely a thing bro.
