Thoughts on how the game can provide "more" T2A and T5B without crossing the "oops, that's too much"

While it's good we can purchase minimal T2A from glory store, and get 12600 T2A shards and 9000 T5B shards from uncollected monthly event quest, it's still gonna take a few months to form a T2A and at least 4-5 months for a T5B.
I'm wondering if there could be another way to obtain T2A and T5B shards for us end-game players that are not part of the:
1. Top global alliances getting ample Map 6 AQ crystals per week,
2. Whale spenders who don't have trouble dropping $100/$300/$500 for those rare offers that come out once in a while.
How about adding minimal T2A frags and T5B frags in Map 5 crystals (little is better than none, after all), OR add a new arena where we can definitely get both T2A and T5B shards for those that can grind at least 6M points?
I feel that the game is just super skewed towards the top 3-5% of top alliance players and whale spenders. MCOC should give the "middle class" end game players other routes to earning T2As and T5B crystals/shards.
