That evade with the shock in “Enter the Cabal” is killing me. (Master mode)

    Bait heavy or special. Once baited you'll notice the 5s timer where she can't evade again for that duration.

    So are you saying if I bait out a heavy she can’t evade for 5 seconds?

    Yes, you'll notice the timer resets whenever she starts a new heavy or special attack so after the first one you can keep it permanently down if the AI plays along (fat chance).
