Falcon's lock on isn't working

I was fighting a falcon in the halls of healing with my thor Ragnarok. As you know, Falcon's lock on mechanic reduces defensive ability accuracy by 100%, and thor Ragnarok has a 30% chance to auto block intercepts. The problem here is, my thor still autoblocked an intercept, while Falcon's lock on was active. Is there something I'm missing? Why isn't falcon working right?
