According to description, Kork can only gain 6 crowd excitement charges through blocking an attack. However, when the initial 6 expire, hitting Korg’s block generated more excitement charges.

    They mean he can only gain up to 6 charges at any one time from that ability, he'll get more after they expire

    Well, that's what it means and sure they don't always word it too well but it's generally understood that way (pretty sure other champs have similar wording)
