WWII Cap Blocking broken?

Has anyone else had issues with WII Cap's perfect block? Did they decrease it in the latest update? Noticed a huge difference in fighting Dormammu in AQ. Used to be able to block his sp2 and not take any damage. Now I'm seeing multiple instances where he takes damage and losss half his health.
