Chest Tiers/Stars

I don't complain much (says most people that are about to complain about something) but why even have a 4* chest in a quest, if its just going to give you a level 1 health potion? shouldn't there be different tiers of rewards in the different *'d chests? Thats the only thing thats really irked me about this Halls of Healing event. Other than that, great event!
