Can I know the arena cutoff of 4 star basic champions

    It varies by champion and what tier you are in (beginner is 30 days or less, etc.).

    Can’t speak for lower, but veteran bracket, the average is settling on 3m-4m for wanted champs.
    Unwanted champs can go for as little as the last milestone.
