4-Star Luke Cage (and Above?) Synergies Are Not Escalating?

For 4-Star Luke Cage, his Synergies of "Teammates" with Daredevil and "Thunderbolts" with Juggernaut and Iron Patriot are stuck at Level 2. Is this correct? His "Heroes For Hire" and his "Enemies" Synergies both increase to Level 3, so I'm unsure if they all should be increasing or not.
