All or nothing AI in arena

So I keep running into all or nothing AI's in arena around matches 12-14. Even when the difficulty is medium and I'm using 4/55 champs the AI's won't use specials. This just isn't fair and shouldn't be the case. All or nothing AI's just be 100% removed from arena algorithms, or change the point system in arena so infinite streaks aren't necessary to get even the basic milestones.

I feel that if you just keep blocking hits, eventually you'll break even the most persistent AI.
