Is burden of might and dexterity bugged?

I remember reading that, apparently, dormamu had two chances to trigger his sig ability bc of the change to dexterity, or something. I have never understood what that meant, but I do have a question regarding if that is what is happening with burden of night.
In uncollected eq, the burden of might path in 2.2 is causing two power drains from dexterity buffs. Basically, one triggers the drain, then a slight timer, then a second drain.
Why is that counting as two buffs expiring? I thought it was only supposed to be one buff with the change.
