Between War Tier and subsequent multiplier

If alliance 1 is in tier X, fighting alliance 2 in tier Y and the nodes are that of tier Y should the multiplier also be that of tier Y?
If the alliance in tier X is fighting above their tier they should at least receive the multiplier for the nodes they are actually facing.
Currently this isn't the case and many alliances on the cusp of a higher tier. Would it not make sense to have it as suggested?
