Kingpin's 5% power gain per debuff doesn't seem to be working when attacking

I just recently duped my 6 star Kingpin and started testing him out. I run suicide masteries, so he starts the fight with 4 stacks of rage/debuffs which should be 20% power gain. It takes me the same number of hits as my other characters to get 1 bar of power, i'm not seeing any power gain let alone 20%. I assume it works on both attack and defense or am i missing something?
