Do potion heals scale with boosts?

Does anyone know? Example, I have 10,000 health left out of 20,000... I use a 20% health boost to bring me to 24,000 max health...I'm assuming my 10,000 goes to 12,000? Now what if I were to use a 6,000 heal? does that get 7200 heal instead? If not, probably better to heal up then apply the health boost?
