Is Doc Oc bugged?

in Bugs and Known Issues
My understanding is Doc Oc should have power steal and life steal on his breakthroughs when duped, this doesnt seem to be working, power locks and heal blocks but no health or power steal.

    He only life steal when the opponent should be regenerating.
    Same thing with power lock. He does power lock the enemy, but the opponent needs to get gain power so that a portion of it goes to doc oc
