Doc Oc bugged? Categories fill up but no debuff/Debuffs not functioning..

Just finished up V3. Doc Oc's abilities definitely not working 100%. Would have Physics at 100 several times with no power lock proc. Eventually it would go off maybe 3rd time. anyone else experience this? Mine is duped.

    You probably had another buff/debuff active like the armour from biology

    only 1 can be active? thought ive seen two at a time.... like heal block + power lock.. thnx

    Only with the sp2 or if you use the s3 with a debuff active you stack 2 of the same, though it doesn’t do anything
