Why is there no WS / Capt America IW SYNERGY

I don't know if it's because you didn't think it was necessary or what; but, I just don't think it makes since. How is it Winter Soldier has synergy with each Cap except IW. It's nonsense! If anything with them both being different types of people at the time I could understand a different type of synergy. As opposed to perfect block, an increased critical attack rating would make sense on the brink of war. Maybe even enhaced fury, but nothing. That maked no sense for a couple of ventury old friends. What's up you guys planning a White Wolf or what?
