Hulk (Ragnarok) Not Regenerating

I've tested this both in Act 6 and the new event quest (top path in 2.2, first champ is Quake). While away from the defender, I still degenerate, even though Hulk's ability clearly states he should regen with no exceptions.
If it is passive, Hulk (Rag) MUST regenerate. There are no heal block nodes on this path, so there is zero reason.
I figure it's a bug.

    Its probably the third type of effect, neither a debuff or passive DoT.

    Its not meant to be countered unless usi g the de against itself

    1- it’s not a proper passive debuff (some debuffs look passive but aren’t) that could be a reason

    2- he regens 70% of damage taken, with recovery mastery 80.5%, so if you take a tick if 100 he won’t heal 100, they’re the 2 things I can think if

    Close encounters is neither of the debuffs as it's own effect if close u regen If far away u take the degen from it gulk wont heal as not a passive effect

    Fair, my issue is it looks and operates incredibly similar, so it either needs to be explicitly stated as such or a new symbol needs to be implemented.

    Close encounters is the same as Bane. Ghulk doesn't regen from it either.
