OG Ultron not included in 2016 tech rank up gem

I have a list of champions and their respective release dates. It shows OG ultron as being released in 2016. I understand that he was only attainable by completing LOL 100%, but he is not included in the 2016 pool of champions for that gem. I was wanting to use it on him. Maybe I was mistaken on his release date, but shouldn’t he be included in that pool of champions for the 3-4 2016 gem, regardless of how he is obtained?

    This has already been discussed, and he isn't intended to be there. They mentioned that it was because he didn't had a normal release

    Apparently he ‘wasn’t an official release’ and therefore isn’t included in the gem, sounds like a bunch of bs to me, but what can you do?
