On the cull obsidian adjustment...did u accidentally affect his block penetration/damage taken

Ever since the adjustment cull has turned into a glass cannon champion.... I understand the potential damage output he has but corvus has high out put gladiator hulk as well and you guys turned a tank into an electric barbie convertible for a 3 year old there has to be some comprising on at least block Proficiency he should be at 70%

    Always been low... and this unfortunately makes the character unusable in higher quests... but apparently he's working as intended..
