With MD being tied to dexterity, can and admin answer the title. Is this a mastery, buff, or debuff? And if it's a mastery, why does it trigger MD? Please help.

    It is a mastery but the mastery makes you gain a dexterity buff when it activates

    dexterity is a mastery, what it does is give you a buff to critical rating when you dodge with "perfect" timing, it activates MD because the buff runs out next time you hit the enemy.
