Encroaching Stun with Cap IW + Skill synergy Bugged?

Can someone explain how Cap IW shrugged off the first stun BUT not the second one. My Cap IW is at max sig with Stealthy to provide the Skill synergy.
I had to waste potions for this fight.

    Opponents probably had pacify
    Saw a similar interaction with magik and masochism- happens to all champs
    Concussion ( a form of AAR) won’t trigger masochism or get rid of the debuff so it sticks

    Forgot to mention I was using quake so it was 100% concussion
    Yeah you probably got unlucky lol
