Tier 3 keys for every path?

When i try to do the side quest, EVERY path requires a tier 3 key? Every single one... what do i do?? I only have other keys.

    You must have entered the wrong difficulty. Each key is for a different difficulty, tier 1 keys getting into the easiest quest and tier 4 keys getting into the hardest

    Enter the quest that requires they keys you have.
