Morning star power gain issue

I am using an unduped morning star and when I trigger power gain with heavy, it does nothing.
I see no extra power gain while hitting opponents. Is it a bug or am I missing anything?

    It depends on the number of souls you have captured... the first 2 or 3 fights dont show much power gain....

    Yes the power gain starts at 0% power gain but increases for each soul captured (persistent charges)
