HUman torch prefight clarification

At sig 1 he has 10% chance to gain persistent charge with 12% for every successive attempt.

So if I revive and go in to a fight again and again(ABYSS MEPHISTO) will the chance get to 100% and I will for sure gain a presistant charge?

    eventually you will get a charge.
