Can someone explain to me how Warrating and Tiers work?

Im no noob on this topic but I dont understand that up and down jumping in Tiers.
Let me explain my situation:
Last season we won War 11 and climbed from T3 -> T2 (again).
Then won our 12 War as well. So I thought we now have a least 1 puffer loss before we drop back into T3.
Now we have this season:
First 3 Wars are wins: +194 Warrating (all T2)
Then we lose 4 Wars: - 230 Warrating
And we drop after the War 7 into T3.
We lost a total of 36 Warrating this season BUT with the wins at the end of last season we should still be at +20-30 total from where we were in T2.
I found that odd.
Now we won War 8 and got + 61 but are still in T3. I would not have expected that we dropped to T3 after War 7 but at least expected to climb up to T2 after our win today.
Since we got + 80-90 more Warrating from when we were in T2 but are T3 now.
This is not a rant or something. Im just trying to understand that somehow.

I'd imagine 2 things could've happened to cause this.
1. during off season kabam removed dead alliances from the tier calculation thus causing there to be less alliances in every tier due to how tiers work of percent
2. The minimum war rating for tier 2 prolly went up due to it being a floating number. So as every alliance wins/loses it causes that magical number to achieve a certain tier to grow over time. Actually can cause alliances to eventually be semi locked into a tier due to the gap of war rating that will be created over time between the top, middle and bottom alliances
