Gwenpool Special 2 Bug with Phoenix

Using Gwenpool, I activated a special 2 on Phoenix on the master event, activating enervate, Phoenix then followed up by using her special 1 and gain power as you would normally using her special 1 and phoenix charges.

Is Gwenpool not supposed to stop this due to her enervate?

    Her enervate only stops power when she hits the enemy. Phoenix has a passive power gain on her special 1
